This guide will provide you with an overview of faculty and staff roles in UC OATS. 


Faculty Roles Overview

This section will provide you with a description of the available faculty roles.

Faculty Role Details
 
FACULTY ROLES DESCRIPTION
General Campus Faculty
[APM-025]
Faculty governed by APM-025 must report outside activities, obtain prior approval when required, adhere to annual time limits, and ensure those activities do not interfere with University responsibilities.
Health Sciences Faculty
[APM-671]
Faculty governed by APM-671 must report outside activities, obtain prior approval when required, and comply with both time and earnings thresholds under the Health Sciences Compensation Plan.
Deans
[APM-240]
Deans are UC academic appointees governed by APM-240, which regulates outside professional activities with additional restrictions due to their leadership role, including reporting requirements, time limits (up to 48 days), and restrictions on compensated activities.
Faculty Administrators 100% Time
[APM-246]
Faculty administrators are UC academic appointees serving in full-time administrative roles and are governed by APM-246.

This section provides an overview of staff roles and role modifiers in UC OATS.

Staff Role Details

Staff Roles

Roles grant access to specific workspaces (Reviewer, Approver, Auditor). 

STAFF ROLES DESCRIPTION
Reviewer Role

The Reviewer role is typically assigned to department or unit administrative staff and serves as a prerequisite for many additional roles (e.g., Stock Evaluator, Faculty Status Change, Historical Data Manager). It is recommended to have at least two Reviewers per department or unit.

Approver Role

The Approver role is typically assigned to individuals with authority to review activities and recommend approval (e.g., Division Chair, Department Chair, Dean).

The Terminal Approver (e.g., Provost, Vice Provost, Chancellor) makes the final decision and determines the approval duration.

Alternate Approver Role

The Alternate Approver role is assigned to individuals authorized to review activities and recommend approval. This role serves as a backup to the primary approver during absences or when delegation is needed.

Auditor Role
 

This workspace provides users with read-only access to faculty data and reports:

  • All Activities
  • Forms in Process
  • Annual Certifications
  • Faculty Details
  • Reports

Role Modifiers

Role modifiers enhance functionality within a role by enabling additional features. The Reviewer Role is required for most modifiers.

STAFF ROLE MODIFIERS DESCRIPTION
Analytics
*May be assigned to any staff role.

This role provides access to the Analytics tab, which includes additional reports:

  • Unit Processing Time
  • Acknowledged/Approved Report
  • Category I Prior Approval Non-Compliance

Stock Evaluator
[Reviewer role modifier]

The Stock Evaluator role is responsible for confirming the current market value of stock payments reported by faculty.

Historical Data Manager
[Reviewer role modifier]

Historical Data Managers can:

  • Back-enter activities and bypass the approval process for previously approved prior approval forms
  • Back-enter activities and submit prior approval forms for review
  • Cancel Exceed Threshold forms while the time or earnings threshold is still exceeded
  • Vacate Prior Approval forms after the faculty member has been separated

Faculty Status Change
[Reviewer role modifier]

This role allows Reviewers to manage the following areas of a faculty member's account:

  • Faculty Status updates include:
    • Leave to engage in outside activity
    • Override time threshold
    • Override earnings threshold
    • Not in good standing
  • Fiscal Status updates include
    • Include in 240-246 report
    • Separated

Cat I Approved Watch List
[Reviewer role modifier]

Reviewers with this role can view and manage Category I Watchlist recipients. Recipients added to the watchlist will receive an email notification when a faculty member’s Category I form is approved.

AC Not Submitted Watch List
[Reviewer/Approver Role modifier]

Staff assigned this role may receive email reminders to review the Not Submitted AC report in UC OATS and identify faculty with outstanding Annual Certification. These reminders are scheduled by your campus App. Admin.
