Added two new internal reports for UC OATS Developers:

  1. A report showing the number of users assigned to each staff role (e.g., Reviewer, Approver, Auditor) by campus.
  2. A report displaying configured role labels for each campus

Updated the logic for freezing the income threshold when the time threshold is exceeded. The calculation now occurs after income and effort are recorded, ensuring the earnings threshold correctly collapses to the reported amount.
