Previously, Category I activities could be created in a fiscal year after Annual Certification was submitted via the Category I activity form renewal button, or via the Cat I renewal popup for an expired (or about to expire) Category I activity. Those two mechanisms have been disabled if Annual Certification has been submitted for the fiscal year or if that Cat 1 activity has past the expiration date.
